Patricia Lucio-Penn: Executive Director
Patricia Lucio-Penn was appointed the Executive Director with MHAPD Inc. in August 2015. Patricia studied Early Childhood Development and received her BA in Psychology from the University of California Los Angeles (UCLA). She has worked professionally with families and young children and adults with disabilities in Dutchess and Ulster County communities since 1997. She has extensive experience as a Bilingual (Spanish) Medicaid Service Coordinator with Office of Persons with Developmental Disabilities (OPWDD) Eligibility process, Home and Community Based Services (HCBS) Waiver and MSC enrollment. She is trained in Applied Behavior Analysis (ABA) services through the University of Texas. She has completed training through the Council on Quality and Leadership (CQL) on Personal Outcome Measures and Interview skills. She works with individuals and families on the development of Individualized Service Plans (ISP) using person centered planning. She also has experience working with Early Intervention and participates in CPSE and CSE meetings and has extensive experience working as a Spanish Interpreter and Translator. Patricia grew up in California in a large family with a brother diagnosed with Autism and developmental disabilities. She understands the struggles and issues families encounter when seeking needed supports and services for a loved one. Patricia and her husband have been a residents of Dutchess County since 1996. Patricia enjoys spending time with her family, traveling and learning about different cultures. She enjoys arts and crafts, reading, running and volunteering at local races and community farm projects and events. She is actively involved in the arts and is an avid supporter of her children’s local music, dance and theater performances and productions.
